Governance

SKEMA PUBLIKA is chaired by Alice Guilhon, Dean of SKEMA Business School, Full Professor and expert in strategic intelligence. Between 2021 and 2025 the think tank was led by Claude Revel, Former Director of SKEMA PUBLIKA, former high civil servant, author and expert in international relations, geopolitics, and strategic intelligence. Since January 2025 the think tank is led by Frédérique Vidal, Former Minister of Higher Education, Research and Innovation, who has succeeded Claude Revel as the think tank’s Development Director.

Dean of SKEMA Business School

Dr Alice Guilhon, dean of SKEMA Business School, is head of one of the major business schools in France. SKEMA (born in November 2009 from the merger of CERAM – Sophia Antipolis and ESC-Lille).
Alice Guilhon began her career in 1993 as a university professor and joined CERAM in 2000 as dean of research.
Dr Alice Guilhon holds a PhD in Management (1993), University of Montpellier I and is graduate of a master’s in International Economy from the University of Aix-Marseille II. She holds also postgraduate degree in Engineering Economic Organisations from Montpellier I (1998) and she is a graduate of the Institut National des Hautes Etudes de Sécurité and Institut des Hautes Etudes de Défense Nationale.
She was awarded by the French Government: Chevalier de l’Ordre du Mérite, Médaille de Bronze (bronze medal) de la Jeunesse et des Sports.
Dr. Alice Guilhon has 20 years’ experience in academic administration.
She had several administrative responsibilities at the University of Aix-Marseille between 1993 and 2000.
She was CERAM associate dean for research, between 2000 and 2003, then faculty dean from 2003 to 2005. Between 2005 and 2007, she was deputy director of CERAM Business School. Between 2007 and 2009, she was dean of CERAM Business School.
She is currently dean of SKEMA Business School and has been since 2009.
Dr Alice Guilhon is advisor in competitive intelligence for the Ministry of Internal Affairs.
Member of the prime minister’s competitive intelligence council, CI expert for regional council, consultant on CI.
Member of the board of trustees, EFMD (2007-2013)
Member of the EQUIS Committee (since 2015)
President of the Group “Higher education, research and health” for the Development Council of the Metropole Côte d’Azur.
She is also a reservist and member of the board of trustees, IRD (Nord-Pas-de-Calais).

Frédérique Vidal

“I am delighted to contribute to the evolution of this unique initiative within the higher education sector. My recent experience as Minister will allow me to actively engage in public debates on a subject I deeply value—higher education and its future challenges.”

Frédérique Vidal, Professor of Biology, President of the University of Nice Sophia-Antipolis (UNS) from 2012 to 2017, then Minister of Higher Education, Research and Innovation in the government of Prime Minister Édouard Philippe and Jean Castex from 2017 to 2022. Currently Special Advisor to the President of the EFMD, Ms Vidal is also involved in the Higher Education for Good Foundation’s Youth Talks initiative and is Permanent Representative of the Principality of Monaco to the United Nations Environment Programme and the Whaling Commission. Since January 1, 2025, she has succeeded Claude Revel as director of the SKEMA Publika think tank.

It has been a great pleasure to create and launch the SKEMA Publika Think Tank. I would like to thank Alice Guilhon and SKEMA’s leadership for their trust and support in this endeavor. I also extend my gratitude to all my colleagues at the School—staff, faculty, and project managers—who have contributed to this initiative. Together, we have delivered high-quality outputs that are well-regarded externally, positioning us to gain recognition within policymaking circles. I am confident that Frederique Vidal will successfully continue to develop this important work.” 

Claude Revel is an expert in international strategic intelligence and influence. She was one of the French pioneers in these fields. She began her career in 1980 as a high civil servant and then spent several years in the private sector. She created her first consulting company in 2003.

She was appointed interministerial delegate to the French Prime Minister, in charge of the French national competitive intelligence, from May 2013 to June 2015. She then joined the French Cour of Auditors.

She eventually left the administration and created another company in January 2020. She has been in charge of the development of the SKEMA’s think tank between 2021 and 2025.

She has been a professor for years and wrote several articles and books, the last ones in 2012 “La France, un pays sous influences?” and 2017 ”Interêt général et marché, la nouvelle donne”.

Claude was born and spent ten years in Africa, then studied in her family home town in Nice. She is a former student of the Ecole national administration (ENA), is graduated from the Institut d’Etudes politiques in Paris (Sciences po) and from the Paris II University, in business law. Claude became Officer of the French Légion d’Honneur in 2014.

Alexander Böhmer
Head of South and Southeast Asia at the OECD

Dr. Alexander Böhmer is since 2015 Head of the South and Southeast Asia Division in the Global Relations Secretariat of the Organisation for Economic Co-operation and Development (OECD). His team is supporting the implementation of the OECD work with India, the Joint Indonesia/OECD Work Programme, the OECD Southeast Asia Regional Programme, and Country Programmes with Thailand and other countries from South and Southeast Asia. Before, Dr. Böhmer was setting up the OECD Office in Jakarta and before that managing the MENA-OECD Investment Programme. Prior to joining OECD in 2003, Dr. Böhmer was director of section with the Federation of German Industries (BDI) in Berlin and was previously working in the Federal Ministry of Economy and the EU Commission’s Directorate General for Trade. Dr. Böhmer holds a Ph.D. in Law and a Master Degree on International Business from the London School of Economics. He has published on international economic law and policy, international trade and investment policy, public-private partnerships for infrastructure development, SME policy, financial market regulation and business climate competitiveness in emerging markets.

Elmar Hellendoorn
Senior Fellow Atlantic Council and Strategic Advisor

Dr. Elmar Hellendoorn is a specialist on the nexus of geopolitics, economics, and markets. He currently is a senior fellow at the Atlantic Council in Washington DC and separately works as an advisor to public sector and financial sector clients. Previously, he was an academic researcher at, among others, the Harvard Belfer Center, the NATO Defence College, the European University Institute. He wrote a Ph.D dissertation at Utrecht University on the origins of the Euro-Atlantic nuclear order. He hold M.A. degrees from Utrecht University and the Collège d’Europe, Bruges. He started his professional career as a senior policy officer at the Netherlands’ Ministry of Foreign Affairs Strategy Unit. Elmar Hellendoorn speaks six languages and has lived across Europe and in the United States.

Antonio Serrano Acitores
CEO of Spacetechies, Lawyer and PhD in Law

Antonio Serrano Acitores is an expert in Digital Transformation, Innovation and Leadership from MIT. He holds a degree in Law from ICADE, a PhD in Law from the Universidad Rey Juan Carlos with a doctoral thesis on private equity, holding as well 6 Master’s degrees and an MBA.
He started his career as a lawyer in the private equity department of Linklaters. Since 2007 Antonio has been a partner in his own firm and a lecturer in commercial law at Centro de Estudios Garrigues and Universidad Rey Juan Carlos, having also been a lecturer at Harvard Law School and MIT.
Voted best business law professor in Spain on two occasions by Todojuristas, he has won several awards for his work as an entrepreneur and economic leader in Spain through his Spactechies project, a digital skills training centre in which he acts as CEO.

olivier urrutia

Olivier Urrutia
Former General Manager of the European Think Tank Observatory, Advisor, Professor and Lecturer in Management, Public Affairs and Influence Strategies

Olivier Urrutia holds a PhD in Political Science and is the author of a thesis on the role of think tanks in European integration policy. His work focuses particularly on influence strategies, and more specifically on their issues, objects and actors. A founding member of the European Think Tank Observatory, he was its director general between 2011 and 2021.
Founder of ID+ Conseil, he works as a consulting director and senior advisor for several consulting firms specialising in management, strategy and public affairs. He is a regular speaker on these issues at French universities and Grande Ecoles (Sciences Po), and is a lecturer at the Institut des hautes études de défense nationale (IHEDN). Olivier is also a researcher at the University of Paris-Saclay within the Laboratory of Innovation, Technologies, Economics and Management (LITEM), and a member of the International Association of Strategic Management. He is the author of publications in scientific and professional journals in France, Spain and the United States.

Master Student, Grande Ecole Program at SKEMA

Originally from Saint-Etienne, Emeric attended a literary preparatory class before joining Skema Business School. He plans to do the partnership with Sciences Po Aix in Master 2 in order to work later in international relations and diplomacy. His objective is to serve his country, France.

Passionate about basketball, history, and politics, Emeric is always eager to learn on a daily basis. To quote Amin Maalouf, he has “a passion for observing the world”. He joined Pourparlers at Skema as a writer of the Petit Oiseau Déchaîné, the school’s newspaper, and is now treasurer of Phénomène, an association based in Saint-Etienne which supports, democratizes, and broadcasts emerging creation in culture and the media.
